 The Polish Association for Public Administration Education, in cooperation with the Institute of Public Law at Faculty of Law at Rzeszow University, is pleased to announce and invite you for the 7th Annual Conference on “The efficiency of Local Government.”

This three-day seminar will take place on 21- 23 May in Sandomierz, Poland and will be conducted in English and Polish as well.

The main issue of the conference is to discuss and analyse all the factors that have an influence on the efficiency of local government.
During the conference the following workshops will be held:

1. Analysis the criteria and measurements determine the local government efficiency taking into account human resources management and development in public administration

2. Methods of execution of local government tasks in new social, economic and political conditions as well as an attempt of evaluation of legal problems relating to these issues.

3. Analysis of local government evolution in Europe.

Participants are kindly invited to present analytical papers either on the conference main theme or for a selected working group. All the conference papers will be published in the Conference Proceedings after selection.

The Association for Public Administration Education (SEAP) is the first nation-wide Polish organization whose main goal is to promote various forms of cooperation among schools in Poland. SEAP encourages schools to share their experiences and academic knowledge, such as the exchange of teaching materials, publications, and lecturers. The SEAP was also established to help initiate research projects, and to organize seminars and conferences focused on the most important theoretical and practical problems of public administration. Moreover, SEAP serves as a main source of information about available courses and educational institutions in Poland that offer a high quality training. The Association’s main objective is to host activities which promote SEAP’s main undertakings, which include: improving the quality of public administration education, constant monitoring of educational levels, providing modern curricula in public and private universities, as well as, teaching and researching in the field of public administration and civic affairs.

Members of the SEAP include academics representing different state universities and private schools educating in the field of public administration, as well as individuals who are employed in public administration and have daily interaction with problems and dilemmas of the public administration system. As of January 31st, 2004, the Association had 120 individual members, who represented 50 institutions of higher education and public administration bodies.

The most important aspect of the Association’s activities is working to improve the quality of public affairs management. Research and projects initiated by our Association are directly implemented within the groundwork of public administration practice. Higher educational standards of prospective civil servants, and different opportunities for further professional development directly impact the level of professionalism and efficiency of public administration. SEAP’s main goal is the development of highly educated and qualified civil service staff. Our Association organizes annual conferences, seminars and other forms of scientific cooperation, which address individuals not only in the academic area, but first of all to the employees of public administration – local government leaders and all members of the Polish civil service community. These meetings provide the unique opportunity for all individuals to acquaint themselves with the most recent developments of public administration theory, verdicts and interpretation of law carried out by Polish Administrative Court and to discuss different aspects of their implementation in practice with academics.
By utilizing the experiences of other countries, SEAP believes it would provide possibilities for the development of activities aimed at the education of public administration. Thus, we decided to apply for membership in sophisticated international organisations assembling scientists, employees of public administration and institutions, whose main objective is to work towards the development of quality within public administration. SEAP has met the high-level of standards and criterion, and holds membership in the following organizations:

NASPAA – The National Association of Schools of Public Affairs and Administration
IASIA – International Association of Schools and Institutes of Administration
NISPAcee – The Network of Institutes and Schools form Central and Eastern Europe.
